I am a homeowner at 28-696 Kaupakuea Homestead Road, writing in support of the installation of a temporary bridge
at Makea Stream (Bill 22, Dr 2. Amendment to the Capital Improvement Project).
Our homes, farms, businesses, families and employees have been cut off to what used to be easy access to emergency
services, business services, markets and even our local US Post Office.
What began as a minor inconvenience has resulted in lost hours, increasing operating costs, and an effective loss to
our actual property values. Some of our best workers from Fountain View will no longer make the trip because of the
extra miles added to their commute as fuel prices have risen once again. Labor costs and tax valuations have risen
while the effective value of our properties has meaningfully diminished without direct access to the beltway.
As a community where many heads of households are over 55, we live in fear of what the extra 15 minutes will mean
for us in emergencies like an accident, stroke, heart attack or fire. Any one of us could quite literally lose everything.
The resulting detour has worked as a temporary solution, but these roads were not designed to permanently
accommodate the traffic that has resulted from this detour, nor were they designed to handle the farm equipment that
people within our community use as part of their businesses. In addition, we know we are intruding on our neighbors
with our headlamps and road noise. It just feels wrong.
Because the Hawaii County has deferred maintenance to most of the "cane" bridges it has owned for over 40 years,
the Makea Stream Bridge is the first of many that will need attention and the County NEEDS to have a more
immediate solution like a pair of temporary bridges at the ready for when—not if—our aging bridges become unfit for
use.
Having seen the deterioration of the bridge from photos shared by Council Member Kimball and understanding the
backlog in place to permanently repair infrastructure throughout the island, I suspect that this temporary solution is
the best to make our community "whole" and restore a sense of normalcy to our neighborhood, while preparing our
County for the inevitable new bridge failures to come.
