Pacific Resource Partnership (PRP) is a non-profit market recovery trust fund which represents
approximately 7,000 men and women union carpenters and 240 large and small contractors. With our
expertise in research, compliance, marketing, and project advocacy, we are committed to building a
stronger, more sustainable Hawaii in a way that promotes a vibrant economy, creates jobs, and enhances
the quality of life for all residents of Hawaii.
PRP recommends that this committee defer Bill 44 to allow the public more time to review and provide
meaningful comments on this measure.There is no reason to fast track this bill through the legislative
process,since the State Building Cade Council (SBCC) passed the Hawaii State Residential Code on
November 17, 2020.1 According to State Law,the County of Hawaii has two years to amend, adopt, and
update the County's Residential Building Code after the SBCC adoption of the Hawaii State Residential
Code,which would be a November 17, 2022 deadline.2

Z§107-28,Hawaii Revised Statutes: County authority to amend and adopt the Hawaii state building codes without
council approval. (a) The governing body of each county shall amend,adopt,and update the Hawaii state building
codes as they apply within their respective jurisdiction, in accordance with section 46-1.5(13),without approval of
the council. Each county shall amend and adopt the Hawaii state building codes and standards listed in section 107-
25,as the referenced Hawaii state building codes and standards for its respective county building code ordinance,
no later than two years after the adoption of the Hawaii state building codes.
(b) If a county does not amend the Hawaii state building codes within the two-year time frame,the Hawaii state
building codes shall become applicable as an interim county building code. (emphasis added)
