HomeMy WebLinkAboutCOM 0281.008 2020-2022 bill 44 BUILD KUVEQBTER June l4, 2O2l Public Works &Mass Transit Committee Howoi'i County Council RE: Testimony in support of Bill 44 Dear Chair Lee km and members of the Committee, First and foremost, thank you for your service and commitment to ensuring our County's adoption of the current State Model Codes and for affording the design and building industry the opportunity hz participate inthe development ofthose codas. | would like to submit this letter and vvhUon testimony in support of Bill 44 Relating to the County Construction Code. Amdrafted Bill 44will amend the current County Code toincorporate the adopted State Model Codes inclusive of, but not limited to, the 2018 International Building Code, 2018 International Residential Code, and the respective Electrical, Plumbing, and Energy Conservation [o6mx. The passage of Bill 44 will provide the necessary guidance and regulatory oversight ofbuilding design and construction in our community and ensure the safety ofbuilding occupants and our first responders. In addition to the incorporation and adoption of the aforementioned codes, Bill 44 will provide fundamental housekeeping language to realign existing appendices within the code. Of particular interest isthe proposed retiHingand placement ofAppendix L— Factory Built Housing toAppendix U. This action is focused primarily on proper placement and structure of the code, and the current content and provisions contained within the appendices will remain status quo. As it pertains to Appendix U, I would like to encourage the Council to defer any possible consideration of amending this appendix until such time that the State Building Code Council's Investigative Committee on Factory Built Housing concludes its due diligence and provides its recommendations for future code consideration. Axyou may boaware, the State Building Code Council /SBCC\ formally established an investigative committee to review the concepts of off-site orfoctory'bui|t construction and the regulatory oversight ofthose industries. Upon concluding the investigation, the committee may be providing the SBCC with its findings and recommendations for future code adoption consideration. Deferring any action on possible amendment of Appendix U until such time that the 58CC'sinvestigative committee concludes its process would beonappropriate course ofaction and strongly encouraged. Thank you for the opportunity to provide testimony in support of Bill 44 and I strongly encourage the passage of this measure and the suggested postponement of any possible discussion of Appendix U.
