Hawaii County Council:
Factory built housing has the potential to be an effective means of delivering affordable housing. We urge the county
council to keep all options open at this time. We understand that a review of the matter is underway by the State
Building Code Council and their findings may be useful in shaping the County's effort to provide more affordable
housing. For this reason we feel that it prudent to avoid amending Appendix U as it currently stands until the SBCC
investigation is complete_
