IN OPPOSITION of the removal of Residential Credit.County Code,Article 4,Section 20-46.,
Aloha,this testimony is from Ryan Platt and Lorna Hand of PFI Rubbish Service,Inc.In November 2020
Bill 207 section 10 repealed the Article 4,Chapter 10 and was signed off by Harry Kim.
Prior to this bill there was no consultation with any of the haulers that this will affect, nor notice of
this action.The first notification we received was six months later with one months'notice before it is
implemented!
The residential credit is an appropriate system for acknowledging that our customers have paid for a
service(Transfer Stations)that they don't use. Doing away with the credit is inappropriate financial
discrimination directed at innocent consumers and taxpayers.
This decision leaves the hauler absolutely no choice but to pass this cost onto the customer
(homeowner).Adding this extra financial burden to residential haulers and customers is Hawaii
County attempting to undermine the viability of these businesses. Healthy and thriving private
businesses permeate and are vital to the wellbeing of the local economy and community.These
businesses create jobs and fund the government. Damaging these businesses damages the Hawaii
County revenue stream. It is frustrating to have to be figuratively on our knees begging for the County
to please not do damage to itself.
We will be mailing a letter to all our customers 5000+explaining we have been left with no choice but
to increase our rates due to the removal of the Residential Credit.We will include a copy of the notice
received. 1 imagine these customers will appropriately feel they are being treated unfairly and contact
their council representatives.
How can the county make a decision without any input from those it will affect,the hauler and the
homeowner?Is it purely for the money and no consideration to the community?
We truly ask you to fully consider the consequences and reinstate the residential credit program.
