The Council for Native Hawaiian Advancement (CNHA), a member-based 501(c)(3) non-
profit organization with a mission to enhance the cultural, economic, political, and community
development of Native Hawaiians, STRONGLY SUPPORTS Resolution No. 130-21, which

recognizes the 100th annual celebration of the passage of the Hawaiian Homes Commission Act
of 1920.
The year 2021 marks the 100th anniversary of the passage of the 1920 Hawaiian Homes
Commission Act (HHCA), enacted in the year 1921, with the purpose of enabling Native
Hawaiians to return to their lands for self-sufficiency and self-determination.
On November 13, 1914, Prince Kuhio Kalaniana'ole invited two hundred Hawaiians to a
meeting at his Waikiki residence. They agreed to form the 'Aha Hui Pu'uhonua 0 Na Hawaii, an
organization which devised the original plan to rehabilitate Hawaiians upon the ceded Crown
and Hawaiian Kingdom lands under the HHCA.
Today, we honor and celebrate the vision of Prince Kuhio Kalaniana'ole and the
hundreds of leaders who assisted with the passage and establishment of the HHCA.
As we look to the future, we reflect on the work that must still be done to fulfill the
vision and potential envisioned by our Prince and by Congress.
Native Hawaiians are often disproportionately represented among the most in need of
adequate education, the most impoverished and vulnerable to financial hardship leading to
homelessness, the worst health conditions, and overrepresentation among the incarcerated in
the State of Hawaii—a great many issues stemming from the historical injustice that the HHCA
was intended to offset.
