Re: Operating Budget
The Office of Housing and Community Development will be awarded federal funds from
the United States Department of Housing and Urban Development(HUD) as authorized
by the American Rescue Plan. The County will receive an allocation of 110 Housing
Choice Emergency Housing Voucher Program vouchers.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$1,900,000 grant. These funds will be used towards immediate start-up costs, payment of
rental assistance for eligible participants in the program and administrative fees.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
On Jure 1`0, 2021, the U.S. Department of Housing and Urban Development (HUD)notified the Countyof
Hawsi'i (County)that it has been awarded funding as authorized by the American Rescue Plan, The County
will receive an allocation of 110 Hsg Choice Emergency Housing Voucher Program vouchers along with
$1,000,000 of funding.
The Hsg Choice Emergency Housing Vouchers provide assistance to eligible households that meet one of
four eligibility categories; homeless, at risk of homelessness; fleeing,or attempting to flee,domestic violence,
dating violence, sexual dssaulty, stalling, or human trafficking, and recently homeless,
The increase in appropriation reflects the new allocation to be received from HUD for the 12-month period
starting July 1, 20121 for the Emergency Housing Voucher Program. The $1,900,000 is to be used for
immediate start-up costs, payment of rental a si torrde for eligible participants in the program, and
