Your Committee on Finance, to which was referred Bill No. 47, reports as follows:
Bill No. 47, transmitted by Council Chair Maile M. David via Communication No. 297 dated
June 14, 2021, repeals Chapter 2, Article 41 of the Hawaii County Code 1983 (2016 edition, as
amended), relating to the Disaster Emergency Fund.
This bill repeals this section of the Code, which became obsolete upon establishment of Hawaii
County Charter Section 10-17 approved by voters during the 2020 General Election.
Ms. David provided background on the measure and expressed thanks to the Office of the
County Clerk and the Legislative Research Branch for their work on the measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 47, and
recommends its passage on first reading.
