Re: Operating Budget
Enclosed is a resolution to enter into an agreement with the State of Hawaii Department
of Labor and Industrial Relations in order to receive their Workforce Innovation and
Opportunity Act (WIOA) grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$1,380,000 into the Department of Research and Development's Workforce Innovation
and Opportunity Act (WIOA)program accounts. This appropriation reflects funding
allocations received from the Department of Labor and Industrial Relations for the
Program Year(PY) 2021.
The Department of Research and Development indicates that the funds will be utilized to
assist adults, dislocated workers and youth by providing services that will train
individuals to increase employment, retention, earnings, skills and literacy. This will
improve the quality of the workforce, reducing welfare dependency and enhancing the
productivity and competitiveness of the local economy.
The Department of Research and Development respectfully requests that a breach be
authorized to submit this resolution and bill after the July 1, 2021 submission deadline,
and to waive them from the Finance Committee and be placed on the July 21, 2021
Council agenda to expedite the receipt of these funds. If there are any questions, please

A. REQUEST:
Requesting a resolution and bill to amend ordinance No, 21-38 to appropriate $1,380,000.00 for Workforce
Innovation & Opportunity Act (WIOA)funds to fund the following activities:
Federal Grants-Workforce Innovaiton and Opportunity Act $1,380,000.00
WIOA-Administration Planning 2021-2022 $150,000.00
WIOA-Adult Program 2021-2022 $500,000,00
WIOA Dislocated Worker Program 2021-2022 $230,000.00
WIOA- Youth(Program 2021-2022 $500,000.00
Also requesting to authorize the Mayor of the County of Hawaii to execute and submit all agreements and other
related documents to the State of Hawaii Department of Labor and Industrial Relations Workforce
Development Council for the Workforce Innovation and{opportunity Act Program.
(Request to waive Finance Committee and 5-day hold over for the resolution and bill/ordinance to expedite
program implementation for recovery efforts
B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED :
This appropriation reflects anticipated receipt of funding allocations from the State Department of Labor and
Industrial Relations Workforce Development Council for the WIOA Program Year 2021. These funds will be
utilized to assist adults, dislocated workers and youth by providing services that will traing individuals to
increase employment, retention, earnings, skills and literacy and thereby improving the quality of the
Adults/Dislcoated Workers/Youth, reducing welfare dependency and enhancing the productivity and
competitiveness of the local economy.
Research and Development R&D) emphasizes that no County General Funds are involved in these
transactions. The ordinance sets up the proper accounts to receive and expend the WIOA funds.

OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE DEPARTMENT OF
LABOR AND INDUSTRIAL RELATIONS,PURSUANT TO HRS 46-7,FOR A
WORKFORCE INNOVATION AND OPPORTUNITY ACT GRANT
RILL NO. 56 : AN ORDINANCE TO AMEND ORDINANCE NO.21-38,
AS AMENDED,THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR
THE FISCAL YEAR ENDING JUNE 30,2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
