CHR KANEALI`I-KLEINFELDER: And then, did you want to talk about this
today, Chief? Anything you want to mention, or just mahalo to the Sayre
Foundation, and their ongoing support of our Fire Department?
(Note: At this time, Fire Chief Kazuo Todd came forward to address the
members of the Committee.)
CHR KANEALI`I-KLEINFELDER: Thank you for being here today.
MR. TODD: So as you can see by the list, it's quite a few things that the Sayre
Foundation has picked us up picked up. What was that?
CHR KANEALI`I-KLEINFELDER: Could you state your name for the record?
MR. TODD: Oh, my name is Kazuo Todd, the Fire Chief for the Hawaii Fire
Department.
CHR KANEALI`I-KLEINFELDER: Thank you, Chief Todd.
MR. TODD: And yeah, the list is quite extensive. It is over the course of the last
year despite the fact that COVID-19 (Coronavirus Disease) has prevented them
from holding their live event. They received quite a few donations this year, and
were able to help us out immensely. So there's a quite a few things on that list,
and of course the Fire Department is very, very grateful for the Sayre Foundation,
and for them helping us out in our time of need.
MR. RICHARDS: Thanks, Chief. And just for the public quick calculation, it
looks like it's almost $800,000, so thank you very much to the Sayre Foundation.
CHR KANEALI`I-KLEINFELDER: Thank you. Thank you, Chief, and thank
you to the Sayre Foundation, too. Amazing people who actually come and testify
before us, and who continue to do better for our Fire Department, for our County.

MS. KIMBALL: Yeah, I'd like to ask Director Adams to come forward and tell
us what this is about.
CHR KANEALI`I-KLEINFELDER: Thank you, Ms. Kimball. And then please
introduce yourself for the record, Mr. Adams.

MR. ADAMS: Thank you Council Chair Kaneali`i- Kleinfelder. Doug Adams,
Research and Development.
This is one of those examples of my department—and the folks in my department
just being go-getters. So they connected with the University of Hawaii at Hilo,
particularly in the data visualization classes there. The idea was to see if there
was some work that could be done to connect the kind of work that we're doing,
trying to develop some interactive platforms to provide information that we have
available to us. And then, work with students and the staff and faculty at the
University of Hawaii at Hilo in the courses that they've been conducting, and
will conduct over the next five years to see what we can gain from both parties,
from both sides.
And so this date, they actually ran a program here as part of the—one of their data
visualization courses this previous semester, obviously done virtually, and it
turned out very, very nicely. And so this the idea was, "Hey, this makes a lot of
sense," We need to because it's another government agency, we need to run a
resolution. So we're very supportive of the fact that the resolution was provided
by Department of Finance on our behalf and from the Council.
So we would encourage strongly this is exactly what we want to be doing in
terms of connecting with the university, and working with the university; and
working to some degree with the students, giving them an opportunity to see, you
know, what government looks like, even if that's not their primary goal. So it
helps then our residents and the ability to try and find opportunities to provide
interactivity where it can exist.
MS. KIMBALL: Great. Thank you, Director Adams. I certainly will be putting
my full support behind this resolution. This is like you say, an example, the types
of partnerships that we want to see. And having worked with the Spatial Data
Visualization Lab over there at UH (University of Hawai`i), I know that there is
an excellent team over there.
And the opportunity you're providing for students is really critical. You know,
the tools themselves are very sophisticated. There's a lot you can do, but if you
don't understand the customer service component and the ability to utilize
mapping information and other data visualizations to drive decision-making, and
how critical it is to understand what influence that has, I think is great, too.
So it's definitely a win-win for both sides. I appreciate your staff for getting this
going.

MS. KIMBALL: I yield, Chair.
CHR KANEALI`I-KLEINFELDER: Thank you, Ms. Kimball. Mr. Inaba, go
ahead.
MR. INABA: Aloha, Director Adams. Reading through this, it just says that
we're going to be working in partnership to advance knowledge and innovation
through data visualization. What's kind of the end of the line goal, or product, or
anything that we're—our partnership is going to result in?
MR. ADAMS: Council Member Inaba, the interesting thing about this is that I'm
not sure I can tell you what the ultimate end result will be. I can tell you what the
goal is; the goal is to provide platforms that our residents can interact with the
information that we have available, both to us and in other places. So we're
seeing some of that occur, right.
We know that you are going to be talking about, if you haven't already done it,
you're going to be talking about the Epic System that exists. That's going to be
come on line. There's an element of that here. But we also have other data and
other information that's available to us that we think will also be of interest to
members of our community, particularly in the business community, for example.
And so their ability to gather that information in a digital way, and in a way that
makes sense to them, that they can pull it. We think that there's a lot to be gained
from that. And then, what that looks like over the next five years, I think we're
going to learn things as well during this process.
MR. INABA: So this partnership is to kind of work with the university to help
put together and visualize information that we're trying to get out?
MR. ADAMS: It's data visualization platforms, and it's information that we have
available to us. And we know that there's additional information. So for
example, the census just conducted its biannual, right—decennial. So we know
that there's going to be information that's coming from that. We would like to
make that available. There's always the annual ACS (American Community
Survey). That is part of the Census Bureau as well, making sure that that's
available.
But in addition, there are pieces of information that's going to be coming out of
the innovation grants that we conduct as a part of our RFP (Request for Proposal)
process, understanding how that's available, making that available, as well. We
think that kind of information, which is not necessarily something that folks know
about or have available to them is rhere are platforms that can be created in a way
that—you know, wouldn't it be fun to go look for some of the stuff, and make it
fun in a particular kind of way? So it's not just grey, it's not drab. I think that
this whole idea of data visualization is an area that is right for our County, for our

residents on this island actually to do well. We have creatives in our midst.
Their ability to ability to take data and turn it in to particular platforms, in
particular content, is something that we're going to be focused on because we
think that there's they're there for us. What it looks like, if I could tell you that
right now, then we should be doing it right now.
MR. INABA: Thank you. I can visualize the partnership a little better now.

Mr. Richards, go ahead.
MR. RICHARDS: Thanks, Chair. Director, I think that's a masterful way of
approaching this. Get the young people and kind of get it in their head a little bit
on how to get this information, because we get jaded in how we think we should
interpret data. And this is actually, okay, how would you interpret it? I think
that's masterful.
MR. ADAMS: Yeah. I'd like to take complete credit for this, but—

MR. ADAMS: I think they were already doing it before I got there.
MR. RICHARDS: That's alright. That's exactly what you should be doing,
research and development, and to see what kind information we get. That's an

ahead.
MS. VILLEGAS: I just had a quick question. Now, is thisI was trying to think
of an example of data visualization. And I thought of the PowerPoint presentation
that you brought to us, where you guys had utilized all the vocabulary words that
had been spoken during our community meetings, and therefore, then created
visual charts that showed the number of times they were used, what the value
systems were. You like connected it to other data points. Is that kind of what this
does?
MR. ADAMS: That's an example of data visualization.
MS. VILLEGAS: Okay, great. Thank you. I just wanted to confirm that because
it sounded like ding, ding, ding. Awesome. Thank you.

CHR KANEALI`I-KLEINFELDER: Thanks, Ms. Villegas. Ms. Kimball, go
ahead. Oh, I'm sorry. I'm going to take Ms. Kierkiewicz. I didn't see her light.
MS. KIERKIEWICZ: Thank you, Chair. Aloha, Director. I'm going to be
supporting this. I was just wondering, and you may have the answer, you might
not, if the information that we're going to be compiling through this collaboration
is also going to be fed to the state's Hawaii Data Collaborative?
MR. ADAMS: I don't know that. That is of course a private entity, right, and so
any information that we would have would be public sector anyway. The
connection with that I mean we have some connections with that organization
on a personal level anyway, but we have not done anything at the moment that
connects the substance to the content with that organization. And this is primarily
a process, oriented outreach idea, right? So there's nothing that prevents us from
doing that.
MS. KIERKIEWICZ: If it's not too much to ask, I hope you explore that
conversation. Hawaii Community Foundation is a huge supporter of that
organization. And as we talk about public/private partnerships and aligning
dollars so that we can amplify the positive impact we have as government, as
philanthropy, it just makes sense to share the information. And also, because
often times there are so many gaps at the State level as to what's happening on the
various island, so I think it would be a great way for us to kind of show off all of
the really good work that's happening on Hawaii Island.

MS. KIMBALL: Obviously, this is a time it gets to be very excited. If I hadn't
mentioned it to you already, and then also to the rest of my colleagues, one of the
place—Arizona State University has this thing called the Decision Theater, yeah,
which I think is an excellent example of how powerful data visualization could
be. My question that I didn't think of before is if we as Council Members have
specific data visualization requests, will you guys be able to accommodate that?
How should we approach that arrangement?
MR. ADAMS: I think—let us know what you're looking for, right. I think that
information and what your requests are, what your ideas are, would be directly in
line with the idea developing these concepts. I should say I'm going to be a little
parochial. I understand that we love ASU (Arizona State University) and all the
work that they do, but this is with the University of Hawaii at Hilo. And we
want to encourage our local university to do as much of the work that we can as
we build that organization and the connections on the island.

CHR KANEALI`I-KLEINFELDER: Thank you, Mr. Messina, nice to have you
here today. Please introduce yourself for the record.
MR. MESSINA: Good afternoon. Maurice Messina, Director of Parks and
Recreation.
Same thing, I just want to mahalo the Friends of the Zoo for this exhibit. It's
going to be the only one in the world. So when we open up the zoo on July 19,
this is going to be, I believe, along with the tiger, one of the most visited exhibits.
And also, mahalo the San Diego Zoo for helping to make this happen.
CHR KANEALI`I-KLEINFELDER: Thank you, Director. And then I was
reading through the background on this, it looks like this is for two non -breeding
male crows. Is there any thought to—or can `alala be bred in captivity, or no? To
increase our population on island?
MR. MESSINA: So if memory serves me correctly, I think in 2002 they were
declared extinct in the wild. And I believe they've gotten up to around 120 `alalas
in the world right now. The San Diego Zoo has been part of the the part of their
program is that they go and they harvest the eggs, which allows the `alala to do
another laying, basically doubling them up. I don't knowI believe they
successfully bred a couple, if I remember reading that correctly. But yeah, so
they've been, I think since 2017, have been working to reintroduce them into the
wild.
CHR KANEALI`I-KLEINFELDER: Yes, I remember too. So we're just going
do two non -breeding males then, and leave it at that.
MR. MESSINA: Yes, and it's two side-by-side exhibits in the same structure.
CHR KANEALI`I-KLEINFELDER: Okay, thank you. Sorry, Mr. Richards, go
ahead.
MR. RICHARDS: Thank you, Chair. I actually think this is really appropriate.
Because if I recall correctly, the last place the `alala existed was in South Kona.
And they were doing the captive breeding program on Maui at Olinda, at that
facility. The reintroduction initially didn't work, but they reintroduced them back
in South Kona and it is starting to catch traction. Yeah, the fact that this exhibit is
going to be on this island, because this is where the last place they were in the
wild, and now we're introducing them back into the wild. So, it's all very
appropriate, which plays back into the conversation about endangered species and

invasive species, like what we talked about earlier. So right on, this is a great

This is the number one zoo in the State, out of two. But still the number one. So

MS. MESSINA: 10:00 a.m. And the new hours is going to be 10:00 a.m. to
3:00 p.m. And when you go to the zoo and you seethe over $10 million that were
put into the zoo for this ADA project, you're going to see a whole new facility,
and it will really blow your mind.

I have, with Sue, worked on identifying the scope of work that we have floated to
Corporation Counsel, and have had discussion with other departments that we
identified would be critical to the working group effort, including Environmental
Management, Parks and Recreation, and IT (Information of Technology). All of
this is happening over email. And to ensure that things don't get lost in
translation, the soonest we could all kind of get together was Friday. So just
asking for a little bit more time, so we can make sure everybody that we're asking
to be at the table is on the same page. That we come before you at the next
committee meeting with a very clearly defined scope of work, and everybody
understands what the deliverables are going to be. Thank you Happy to answer

MS. LEE LOY: Thank you. As Ms. Kierkiewicz mentioned, we've been
working with Corporation Counsel, and as she said, Deanna. But I do want to
highlight the conversation that we had in Public Works, around our fuel tax. I
think it gives a fantastic highlight as to why there's so many pieces, whether it's
funding, whether it's timing on the development of these projects.
We're all looking for a way to communicate to our constituency how things are
getting prioritized. Because the number one question I keep getting is, where is
our taxes going? And it's my hope that, you know, as we develop some of these
curated lists so that every Council Member can use it, they can use it as a way to
communicate back to their constituency; you know, how government is actually
working or maybe not working, and even offer better solutions, leverage our
social capital, look at nonprofit organizations to fill the gap. This was a goal that
I've been talking about for two years now, when we talk about budgeting for
outcomes.
So I'm going to be supporting the postponement because we have a few people
that's going to catch up, and I know Deanna will catch up really quick. But I
think this is a great opportunity for just more feedback from the rest of my
colleagues here on the dais. So, I yield.

after our discussion this morning again, about how critically important it is to
understand how decision-making has happened, and you know, not to evaluate it
with any sort of critical eye, but to really understand what some of the key
decision-making criteria are. You know, thinking about road repaving and lighter
data, you know, at the end of the day it may come down to simply, "Oh, we've
matching funds for that," or some other criteria that isn't quantitative.
And so I hope that you will be including some component of decision analysis in
the scope of work for this group. I know Council Member Inaba also expressed
an interest in participating in some way, and so I'm not sure if you guys are also
considering changing this from a working group to an ad hoc, which I think might
be useful as well. But just wanted to put that out there. Thanks for putting this

Aligns the language in this section of the Code with Charter amendments

one department to the other, there's often administrative rules or a process, right?
Does the Finance Department have that or are we just going to shift everything
over and the way we did it with Parks is the same way Finance will be doing it?
MS. SAKO: It will be similar. But we haven't finished that transition yet. I
think when we brought the last recommendations forward from Parks and Rec,
they mentioned they have one more year's worth of grant applications to review.
So they'll be bringing that forward and then we'll take it over from there. And we
will have staff. But we'll primarily be working through the PONC Commission
(Public Access, Open Space, and Natural Resources Preservation Commission) to
review the grants.
