REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: July 20, 2021 Re: Comm. No. 319 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:00 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Communication No. 319, reports as <br /> follows: <br /> Communication No. 319 nominates Matthew Clark to the Hawaii County Cultural Resources <br /> Commission (CRC). Mr. Clark holds a B.A. in Anthropology and earned his master's degree in <br /> Heritage Management from the University of Hawaii at Hilo in 2017. He is currently working at <br /> ASM Affiliates as a Consulting Archaeologist permitted by the State Historic Preservation <br /> Division in the State of Hawaii. The CRC requires specific representation from professionals <br /> with special interest in archeology to be able to assist Federal, State, and County governmental <br /> agencies carry out historic preservation responsibilities. If confirmed, Mr. Clark will serve a term <br /> ending on December 31, 2026. <br /> Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to <br /> introduce the nominee who appeared before Your Committee in the Kona Council Chambers. <br /> Mr. Clark spoke of his experience with equitable practices of community-based heritage <br /> management and that he is motivated to ensure the communities his children grow up in are <br /> responsibly managed. <br /> Committee Members Sue Lee Loy, Maile David, Holeka Inaba, and Rebecca Villegas thanked <br /> Mr. Clark for his work and expressed that his resume was impressive. <br /> Committee Chair Ashley Kierkiewicz asked Mr. Clark to expand upon how historic preservation <br /> and heritage management processes can be improved and be more equitable. Mr. Clark said he <br /> believes many decisions on the State level are not"one size fits all," and he will create <br /> opportunities for all local views and voices to be heard for archaeological preservation. He <br /> voiced his concern over developments that do not properly give back to communities and that <br /> reserved areas should be managed and given back to communities in a way that serves local <br /> priorities. <br /> Pursuant to Hawaii County Code Section 2-226(b), there shall be a Hawaii County Cultural <br /> Resources Commission which shall be appointed by the Mayor with the approval of the Council. <br /> PC Report No.: 22 <br />
