Subject: Transparent FULL Review Requested
Dear Council Representatives,
I am requesting that in light of the absolute complete lack of support given HRR's transition from the,former
contract to now suddenly back in to the HPD's rein of full kill agenda after having apparently swarmed in to
'take over' animal regulations, one really has to wonder what kind of hinky questionable county doings are
going on?!
The fact is that the county gave HRR only HALF the budget and no buildings or facilities to start over
attempting to take on the contract to change to no kill from the FULL KILL model that was in place at the
(in)HUMANE SOCIETY in tandem with the police department, which was benefiting by receiving cash for
each animal killed (thoroughly disgusting and reprehensible!), and now the police department is suddenly
back in charge after HRR had apparently reported or attempted to report that they had an internal struggle,
needed help and are apparently victims of an attempted take-over by a questionable off island entity, which
in the name of 'helping' apparently has a huge problematic and DOCUMENTED history of bad actions.
No-kill spay/trap/neuter does work when you don't make the people have to find and recreate facilities and
give them half the operation money you gave the Humane society - the public at large doesn't realize you
didn't give HRR any of the facilities that Humane Society was using and instead of allowing them to get to
the business of implementing the no kill program, HRR had to find/rent/lease facilities for the animals with
the HALF budget you gave Humane Society. What a sandbagging tragedy - they were defeated out the
gate with such a budget and challenge to have to find appropriate facilities to house the animals.
There appears to have been revealed an apparent elaborate and systematic agenda implemented by an
off island organizational entity that has been revealed to apparently have a larger deeply insidious grifting
plan to grab money ultimately not only from big island's coffers, but from ALL the islands in some type of
systematic fleecing via their so-called animal rescue stance. READ THE REPORTS generated about the
off island entity and their apparent long list of history not doing good! INVESTIGATE THE SITUATION
PLEASE!
A full and TRANSPARENT REVIEW NEEDS TO OCCUR in regards to this Animal Control situation,
please. HRR didn't have half a chance because they were given HALF the budget given the previous
contract to Humane, AND they were given NO BUILDINGS or structures or facilities besides possibly the
Kona branch (I'm not clear on that facility) to house ALL the animals of the entire island once HRR took
over the contract from (in)HUMANE Society, but weren't given the buildings, too!! That was unfair from
the start - how were they not doomed from the start with such a cheap squeeze giving them half the
money and no (or maybe one at Kona) facilities?! - what a joke the county pulled on the innocent animals
of this island!
Based on the unbelievably sensational news clips reporting, we the people want to know why the HPD
apparently felt the need to RAID HRR and act like they were at a big bust apparently terrifying innocent
HRR animal caretakers and volunteers, treating them like they were common criminals?!
What the heck?! REALLY?! Is that a good way to spend our tax dollars terrorizing animal rescuers?! Does
HPD also want to go back to it's kill for profit model or just hand it over to the off island questionable 30(l

agency representative who apparently systematically fired all the local employees before this sudden raid
and takeover?! What's going on? This is craziness and needs to be investigated!
PLEASE INVESTIGATE and don't wash this under the rug!! Please, do right by the animals and the people
who have attempted to help the animals this past year with HALF the budget and NO FACILITIES to start!
Sure looks like sandbagging of the HRR contract from the very start. Only you can determine that by
INVESTIGATING!
