I work for HRR as a contractor managing the spay and neuter programs. No cost, frequent and convenient spay and neuter clinics for dogs and cats are critical in reducing the animal population humanely. During the 9 months of HRR's operations, approximately 4,000 surgeries have been performed drastically reducing the potential puppies and kittens being born. The County funds about 300 surgeries per month and our non-profit animal welfare partners provide the rest. The animals are treated for fleas and microchipped . We must be proactive in the area to get to a sustainable animal population. We must address the abandonment rate. We cannot be reactive. We must be proactive and solve this issue. HRR has begun to make a dent in the colonies finding more and more abandoned animals. I am very concerned that the animal control contract was cancelled as we were making good progress.
