This is a small neighborhood, a growing one and until 2001 this was a quiet place to live. The history of the Friends of Rainbow Sanctuary is on their website. The nonprofit moved into our zone in 2000. Within a matter of months there were over 50 dogs and many cats living on their property. Our community had no idea a animal shelter was being created from Mary Rose and her group. To this day,we have lived with over 200 dogs barking at times!!!! The biggest problem is the number of dogs and how loud the barking is,the lengths of barking that happens at all times of the day and night. This has been going on for 20 years now. As a group of residents here, in 2018 we had meetings to address our grievances, we created a list and in May of 2018 we met with Mary Rose and her Board of Directors and discussed them. A few weeks later they submitted a plan to address them. The biggest issues was the barking, and barking and barking and barking. Mary Rose knew the County laws relating to animal noise. She has not been able to control the situation around the barking'11111 It feels like she doesn't care either1 i i 1 i 1 i You can't imagine how hard it has been for those on the border of the Rainbow's boundary. There are smells from dog poop, pigs who roam freely in the fenced area and large number of cages with dogs inside. Another issue is the number of cats that has blown up since Mary Rose's Hawaii Ranger Rescue group started. Since there was no facility for the Ranger Rescue group initially, all the dogs and cats they were getting ended up at the Sanctuary. The barking dog noise was horrible, alllllllll day long, day after day. And almost every home near the sanctuary has had to deal with stray cats, lots of stray cats, not all are feral, some want human contact. I AM ALLERGIC TO CATS,VERY ALLERGIC. WE NOW ARE FEEDING 7 CATS TWO SQUARES A DAY! DO YOU KNOW HOW MUCH THAT COSTS? Our neighbor down the street has had 3 cats for years, now she is feeding 10 cats twice a day. It's not the cats fault. None are kittens, most are fixed, so that leads us to believe that these cats are from the sanctuary. If you were to go up to the. Site, you can see all the cats that are walking around freely. Across from the Sanctuary, Mrs. Doreen Shibuya lives. She has been trying to sell two acres of land. In our zone land prices have been very healthy, she has a realtor handling the land sale. She has had to lower her asking price. When buyers find out that across the land is the sanctuary, it's a no sale situation. The result is a negative economic effect on anyone owning land near the Sanctuary. There has to be a consideration to the well being of the animals being housed by Mary Rose. She is an animal hoarder. Mary constantly lies to us when we confront her with other issues, the list is long. She will say one thing and do another. It's been going on for years. We are a tired community. We need help, we need some peace and quiets 1111 Sincerely, Teri Murphy Comm. No. I Ref. To: PIP SG Ref. Date JUL - 6 2021
