Last July 2020, a no kill organization's "Experiment" was awarded the Animal Control
Contract for the Island of Hawai'i. By using the Police Departments Public Animal Control Records,
available at https://www.hawaiipolice.com/services/animal-control-services, we can see the
inadequate service the taxpayers are now receiving. Regardless of control methods the Police
Records show inadequate intake this past year, of at least 7,068 dogs, cats and other animals, yes
that is 589 each and every month on this island, mostly in the Puna area.
Spay and neuter is the most humane method of Animal Control, but when the TRUE REAL
unwanted animal numbers are so high. Euthanasia sadly must remain a part of the control. For the
past ten+ years increased spay and neuter by many Island animal advocates has reduced
the Euthanasia reports from 14,000 a year to 5,443 a year! If HIHS had continued as Animal
Control, and the ever increasing sterilization programs continued, No Kill could have become much
more realistic in 3 to 4 years. Unfortunately, this is not the case now....this "Experiment" has set
the Island back 2 or more years already. Another year of No Kill Animal Control "Experiment" will
cause a set back of over 5 years.
From the historical Police data, the vast majority of those uncontrolled animals are felines
aka cats. Reproductive exponential growth of those cats is easily 20,000 more cats in our County in
this past year alone. Extending the no kill organizations contract will only increase those numbers
horrendously. Setting back any progress the Spay/neuter programs were making! I hope this show
that action is needed now. %I •$2

Solution: Immediately return HIHS as Animal Control Contractor with sadly euthanasia, but
with ever increasing Spay/ Neuter Programs. The longer you wait the higher the number of animals
suffering and the higher in taxpayer dollars.
