By Dear Hawaii County Council, Date JUL 0 3 2021 , I have lived in Happy Homes Homestead in Kurtistown for over 30 years. My name is Patty Whahl. For the last 20 years my late partner, Kay Dedman and I have dealt with the frequent and unending barking noise from the Rainbow animal Sanctuary. We operated a Bed and Breakfast for years in our home. Many guests complained about the frequent nighttime dog barking that would wake them up at all hours of the night. We would call the Shelter to leave complaints. Never did Mary Rose call us back to express any concern or explain what was going on that caused the barking. In late 2019, Kay was diagnosed with a terminal medical condition. She lived to August of 2020 and during her illness she had to deal with being woken up almost every night by the dog barking at the Sanctuary. She was miserable, again we called the sanctuary to complain, with no response or regard to our situation.You can't imagine what I had to deal with while she was in her last days being unable to rest with all the barking. I own 3 cats. Since the Sanctuary took over the animal control project with the Ranger Rescue, the stray cats have grown to where I am feeding 10 cats daily. That is 7 cats that I don't know what to do about. I feel for the cats, it's not their fault that they don't have a permanent home. When I talked with one of the workers at the Sanctuary awhile back, she told me that people are dropping them off in the neighborhood cause then can't find the sanctuary. None of these cats are kittens, they are all mature and appear to be fixed. I am requesting that someone from the county look into the living conditions of all the animals at the Sanctuary.The noise is horrible at 2am sometimes lasting to 4:30am and I wake up and can't get back to sleep. Our neighborhood needs help from someone or somewhere to deal with the barking and all the cats roaming through our neighborhood. This wasn't like this before the sanctuary was created.
