Report on DEM CIP 'Wastewater Projects
Current OEQC environmental review status of DEM WWD CIP "shovel-ready projects."
I support creation of the Council committee to consider the CIP needs and prioritize next
year's projects as only three of the proposed DEM CIP Projects have had any environmental review
under HEPA and/or NEPA. Only the Pahala Project has a completed FEA, done in two years and seven
months time from DEA to FEA publication.
To offer comparison, the self-financed Lono Kona project published the FEA three months
after the DEA, and the DPW Alii Drive project went from DEA to FEA in 4 months. The project
consultants for all the current delayed projects are Wilson Okamoto and Brown and Caldwell. By
prioritizing now, the committee can make sure the high priority projects have environmental review
completed in-house before providing funding next year.
