Aloha Hawaii County Council Members,
Please accept my testimony against the appointment of Shani Armbruster, who is a Project Manager for
Tinguely Development to the West Hawaii Planning Commission. It is my understanding that Mayor
Roth has recommended this appointment. Her seven-year residency limits her ability to fully interpret
the needs of the districts of West Hawaii. As the Council has recommended in the recent rejection of
Dana Asis in April 2021, a need to balance the Commission with individuals who do not reflect
developers will leave truly little voice for the more environmentally conscious West Hawaii residents, is
necessary. I agree with the majority Council,therefore recommend that this appointment NOT BE
APPROVED and you 'VOTE NO' on communication 279.

I am submitting testimony in support of nominating Kuulei Keakealani to the Leeward Planning
Commission. Her connection to the communities and historical knowledge to both the land and the
people of West Hawaii is an invaluable asset in reflecting both the long term and present needs of our
communities. Kuulei's resources and personal knowledge of West Hawaii allows for a balancing of
where we must go in order to provide for a future that protects our history,the growth of existing
communities and the development of others. Her life-time commitment to this Island is proven.
As a fourth-generation resident of Waiaka, and having worked in North Kohala,South Kohala and North
Kona with the residents of these areas, I believe we must find the balance for long term housing,
employment, and the preservation of our landscapes and our oceans.The Leeward Planning
Commission can and should always function with the knowledge that reflects who we were,who we are
and who we hope to be.
Please approve the appointment of Kuulei Keakealani to the West Hawaii Planning Commission instead.
