Dear Council Members;
I am writing in favor of Bill 44.
Even with up-to-date building codes in place terrible tragedies like the condo collapse in Florida this week can happen.
Thankfully events like this are very rare in the USA. This rarity is not by chance.
The International Codes that Hawaii and most jurisdictions in the US use as their model codes have been around since 1994
when the three major building codes merged. Ongoing code development at this national level as well as at the State and County
levels has always been open to public comment and is reviewed by many architects, engineers, and contractors volunteering their
time to promote and protect public health, safety, and welfare.
As County Council members you also have a responsibility to promote and protect the health, safety, and welfare of our island
residents and visitors.
If this bill does not pass the County Council, then the County will revert to the unamended 2012 codes this November by
default,
which is just one year before the 2018 codes become the code by default. With Bill 44 the County can accept applications using
the 2006 codes until November and then make one transition to 2018 codes that have been amended for our island.
Please pass Bill 44.
