Your Committee on Planning, to which was referred Bill No. 58, reports as follows:
Bill No. 58, submitted by Mayor Mitchell D. Roth dated June 30, 2021, to amend Section 25-8-
33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawaii County Code 1983
(2016 Edition, as amended), by changing the district classification from Single Family
Residential— 10,000 square feet (RS-10) to General Commercial—7,500 square feet(CG-7.5) at
Waidkea, South Hilo, Hawaii, covered by Tax Map Key: 2-2-024:022. The applicants are
John Wagner and Charlene Iboshi. The Windward Planning Commission forwards a favorable
recommendation on this request.
Mr. Tom Yeh was present in the Hilo Council Chambers to represent the applicants,
John Wagner and Charlene Iboshi. Mr. Yeh explained that changing the district classification
to General Commercial will formalize the current commercial use of the property. Committee
Chair Ashley Kierkiewicz and Committee Members Sue Lee Loy and Heather Kimball disclosed
that they know Ms. Iboshi through personal and professional experiences and that they held
confidence in their ability to make a fair and impartial decision.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with 7 "ayes" and Committee Members Aaron Chung and
Matt Kaneali`i-Kleinfelder absent.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 58, and
recommends its passage on first reading.
