Happy New Day Ladies and Gentlemen of the Council,
My testimony: has to do with the terminology used to refer to the property owner as the
"the landlord," and the customer as "the tenant."
The phrase "landlord" reminds me of the times when the property owners with titles such as
"lord" were in reality masters over those who worked for them.
What needs to be done in this respect is to place the property owner and the person renting
an apartment, for example, as equals. Property owner on one side and the person renting a place
under the HUD Section-8, is in conjunction with Federal government and five years of
waiting on the other.
In the case of Section-8 housing, the property owner as an advantage of having about 70%
of the rent guaranteed and thus should be responsible to carry out its obligations to both

the federal government as well as the person renting an apartment, the customer.
Thus the phrase the phrase, "Landlord /Tenant Mediation" should be for example
replaced with "Property Owner/ Customer Mediation."
