Re: Resolution 167-21 - COMMENTS
Aloha,
The Keaukaha Pana`ewa Farmers Association (KPFA) Neighborhood Watch
submits the following COMMENTS on Resolution 167-21 pertaining to the
collaboration of the Hawaii County Department of Environmental
Management and the Department of Hawaiian Home Lands (DHHL) on the
"removal of abandoned and derelict vehicles from various DHHL properties
on the island of Hawai`i."

The KPFA Neighborhood Watch requests additional information and
clarification on the purpose and scope of Resolution 167-21. This request is
being made as it appears that collaboration already exists between Hawaii
County and DHHL (for example, as reported in Hawaii Tribune Herald on
11.14.2020).Additional information and clarification may better assist our
Neighborhood Watch in seeking relief with removal of abandoned and
derelict vehicles that pose a traffic, safety, and environmental hazard to our
community.
Our DHHL homestead farming community of Pana`ewa has been plagued for
years with unsightly and unsafe abandoned and derelict vehicles left on the
side of the road and on homesteaders' properties.A noticeable increase in the
amount of such vehicles has caused our Neighborhood Watch to increase our
vigilance in reporting ongoing sightings of these vehicles to DHHL and the
Hawaii County Police. In addition, this matter is a growing concern as
discussed at our Neighborhood Watch meetings and brought to the attention
of attendees in authority with DHHL and with the Hawaii County Police. Calls
have also been made to the Hawaii County Department of Environmental
Management in efforts to help our community be rid of abandoned and
derelict vehicles.
Our Pana`ewa homestead community continues to seek relief from the
growing number of abandoned and derelict vehicles on our properties and a
clearer understanding of Resolution 167-21 may provide a way for Hawaii
County to assist with this relief.
