SUBJECT: Reports attendance of Council Members at a meeting of the Kona
Community Development Plan Action Committee on August 12, 2021
In accordance with HRS §92-2.5(e), I am reporting the attendance of Council Members
Rebecca Villegas, Sue Lee Loy and myself at the Kona Community Development Plan Action
Committee meeting on August 12, 2021, via zoom.
Agenda items for this meeting included an Emergency Rental Assistance Program program
information update by Jeff Gilbreath, a Public Access, Open Space & Natural Resources
Preservation Commission presentation by Maxine Cutler, a County Hawaii Climate Action Plan
overview by Kendra Obermaier, and implementation updates from Action Committee Members
Susie Osborne and Brad Kurokawa.
HRS Section 92-2.5(e) provides that two or more members of a board, but less than a quorum,
may attend an informational meeting or presentation on matters relating to official board
business, including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly noticed meeting of the board, the board members shall report their attendance and the
matters presented and discussed that related to official board business.
