Re: Operating Budget
The Planning Department has been awarded additional federal funds from the United
States Department of Housing and Urban Development(HUD) to administer a
Community Development Block Grant for Disaster Recovery. These funds will be used
to support disaster relief, long-term recovery, and restore infrastructure, housing, and
economic revitalization in Hawaii County.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating a
CDBG-Disaster Recovery Supp12 grant in the amount of$23,720,000. If there are any

A. REQUEST:
This is a request to amend Ordinance 21-38, the Operating Budget for FY 2021-2022, to appropriate
$23,720,000 in Community Development Block Grant- Disaster Recovery funds from the U.S. Department of
Housing and Urban Development(HUD) to the revenue and expenditure accounts identified below:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In January 2021, the U.S. Department of Housing and Urban Development(HUD) announced a
supplemental appropriation of$23,720,000 in Community Development Block Grant- Disaster Recovery
(CDBG-DR) funds to Hawai'i County to support disaster relief and long-term recovery related to the 2018
Kilauea eruption. The notice published in the Federal Register requires grant recipients to "primarily consider
and address its unmet housing recovery needs." Grant funds may be used for eligible unmet economic
revitalization and infrastructure needs that are not related to housing if there is no remaining unmet housing '

need.
Resolution 768-20 adopted by the County Council on March 3, 2021, authorizes the County to enter into an
agreement with the HUD toreceive and edminsherthese funds.
An amended Action Plan for these CDBG-DR grant funds that details disaster innpacte, unmet recovery
needs and identified projects with funding allocation has been approved bvHUD. The(�ountyhas six years
