A RESOLUTION URGING THE HAWAIʻI STATE LEGISLATURE TO CONTINUE PURSUING LEGISLATION THAT ENCOURAGES THE DEPARTMENT OF EDUCATION TO DEVELOP A CURRICULUM FOR FINANCIAL LITERACY AND INCLUDE
THESE TEACHINGS AS A COURSE REQUIREMENT FOR EACH STUDENT BY 2022.
WHEREAS, financial literacy is the knowledge, skills, and access capacity of individuals to manage their financial resources effectively; and
WHEREAS, the COVID-19 pandemic precipitates the need for Hawaiʻi youth and young adults to learn financial resilience so that they may have access to and an understanding of financial
products, services and concepts while making informed choices, avoiding pitfalls, and improving their long-term potential for financial well-being; and
WHEREAS, a recent State resolution indicates that Hawaiʻi ranks among the ten states with the lowest level of high school financial literacy in the nation; and
WHEREAS, in 2015, the Legislature requested the Department of Education to establish a Hawai‘i public schools financial literacy task force; and
WHEREAS, the task force submitted a report to the Legislature recommending the implementation of a financial literacy program in schools; and
WHEREAS, on April 20, 2021, the State legislature adopted Senate Concurrent Resolution 152, urging the Department of Education to coordinate with the Department of Commerce and Consumer
Affairs to implement a graduation requirement of at least half credit in financial literacy during the junior or senior year of high school; and
WHEREAS, introduced in 2021, State Senate Bill 1004 proposes that the Department of Education “shall require the teaching of financial literacy to be included in the existing personal/transition
plan requirement for each student” but the bill did not advance from conference committee and remains active for the 2022 legislative session; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it urges the Hawaiʻi State Legislature to continue pursuing legislation that encourages the Department of Education to develop
a curriculum for financial literacy and include these teachings as a course requirement for each student by 2022.
BE IT FURTHER RESOLVED that the legislature consider proposing to the Department that it include practical information relating to banking, credit cards, student loans, filing taxes,
credit scores, savings and investments, rental deposits, and wages and benefits analysis as part of its financial literacy curricula.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to Honorable Governor David Y. Ige; Honorable Lieutenant Governor Josh Green; the Chairperson of
the State of Hawai‘i Board of Education; the State Superintendent of the Hawai‘i State Department of Education; the Director of the State Department of Commerce and Consumer Affairs;
the Chairpersons of the State Senate and State House Education Committees; the Chairperson of the State Senate Ways and Means Committee; and the Chairperson of the State House Finance
Committee.
