Your Committee on Finance, to which was referred Resolution No. 180-21, reports as follows:
Resolution No. 180-21,transmitted by Director of Finance Deanna S. Sako via Communication No. 349,
dated July 30, 2021, authorizes the acceptance of a donation of two historical signs to the County of
Hawaii Department of Parks and Recreation.
The donation from Malama Wai`aha, valued at approximately $10,000 would be located at Wai`aha
Beach Park to commemorate the birthplace of the bodyboard.
Committee Member Rebecca Villegas provided background on the significance of Wai`aha,the creation
of the first bodyboard by Tom Morey, and the signage created in collaboration with the Kailua Village
Business Improvement District. Ms. Villegas expressed that the signage will serve to educate visitors
and residents on the history of the area.
Committee Chair Matt Kaneali`i-Kleinfelder expressed appreciation for the donation and the
collaboration between Hawaii County and the community.
Pursuant to Section 13-12, Hawaii County Charter, the Council may accept gifts of donations of
money, securities or other personal property or of real estate or any interest in real estate. In addition,
Section 2-162(a), Hawaii County Code, states that any gifts or donations of money, securities, or
personal property which fall within the capitalization procedures of the Department of Finance may be
accepted by resolution approved by the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 180-21, and
recommends its adoption.
