No. 346/Bill No. 60 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Parks and Recreation and Public Safety, to which was referred Bill No. 60, <br /> reports as follows: <br /> Bill No. 60, transmitted via Communication No. 346, from Sue Lee Loy, Council Member for <br /> District 3, dated July 29, 2021, amends Chapter 15, Article 7, Section 15-62, of the Hawaii <br /> County Code 1983 (2016 edition, as amended), relating to the membership and tenure of the <br /> Veterans Advisory Committee. <br /> This measure would remove six existing veteran organizations that provide representatives to <br /> serve on the Veterans Advisory Committee and increases at-large membership from one member <br /> to seven members. <br /> Deputy Corporation Counsel J Yoshimoto and Parks and Recreation Deputy Director Michelle <br /> Hiraishi from Department of Parks and Recreation were available in Hilo Chambers for questions. <br /> Ms. Lee Loy briefly commented that testifiers Michael Doolittle and Debra Lewis, members of <br /> the current Veterans Advisory Committee, explained in their testimony why these changes were <br /> being made. Ms. Lee Loy further added that the Committee was having difficulty making <br /> quo-rum for its meetings and that the amendments made was a collaboration between <br /> Ms. Lee Loy, the Department of Parks and Recreation, The Veterans Advisory Committee and <br /> Chair Holeka Inaba. <br /> The vote was then taken on the motion to move this measure to Council with a positive <br /> recommendation and passed with nine"ayes." <br /> Your Committee on Parks and Recreation and Public Safety is in accord with the purpose and <br /> intent of Bill No. 60, and recommends its passage on first reading. <br /> b <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID X COMMITTEE ON PARKS AND <br /> INABA X RECREATION AND PUBLIC <br /> KANEALI'l-KLEINFELDER X SAFETY <br /> KIERKIEWICZ X <br /> KIMBALL X <br /> LEE LOY X HOLEKA GORO INABA, CHAIR <br /> RICHARDS X PRPSC REPORT NO. 18 <br /> VILLEGAS_ X ADOPTED: - SEP 0 8 2021 <br />
