Your Committee on Parks and Recreation and Public Safety, to which was referred Bill No. 60,
reports as follows:
Bill No. 60, transmitted via Communication No. 346, from Sue Lee Loy, Council Member for
District 3, dated July 29, 2021, amends Chapter 15, Article 7, Section 15-62, of the Hawaii
County Code 1983 (2016 edition, as amended), relating to the membership and tenure of the
Veterans Advisory Committee.
This measure would remove six existing veteran organizations that provide representatives to
serve on the Veterans Advisory Committee and increases at-large membership from one member
to seven members.
Deputy Corporation Counsel J Yoshimoto and Parks and Recreation Deputy Director Michelle
Hiraishi from Department of Parks and Recreation were available in Hilo Chambers for questions.
Ms. Lee Loy briefly commented that testifiers Michael Doolittle and Debra Lewis, members of
the current Veterans Advisory Committee, explained in their testimony why these changes were
being made. Ms. Lee Loy further added that the Committee was having difficulty making
quo-rum for its meetings and that the amendments made was a collaboration between
Ms. Lee Loy, the Department of Parks and Recreation, The Veterans Advisory Committee and
Chair Holeka Inaba.
The vote was then taken on the motion to move this measure to Council with a positive
recommendation and passed with nine"ayes."
Your Committee on Parks and Recreation and Public Safety is in accord with the purpose and
intent of Bill No. 60, and recommends its passage on first reading.
