My name is Leialoha Ilae-Kaleimamahu, I live in Mokuhulu, Puna and I am part of the lineal
decendants of Wai'ele, Puna. I am submitting this testimony on behalf of the lineal decendants
who have been consulted with and whose names are listed here:
Pi'ilani Ka'awaloa
Lihau Enriquez-Rosehill
Sam Keliihoomalu
Shekinah Ilae
Ana Kan
Na Maka Haloa O Waipio PONC Steward (Pohoiki)
We stand in support of Reso. 170-21 BUT ONLY with revisions.
As stated in the Resolution 170-21: Whereas, acqusition of Wai'ele would be significant to the
County of Hawaii for the following reasons:
1.) Preservation of historic and culturally important lands and sites that promote the
perpetuation of native Hawaiian culture, tradition and customary practices;
2.) Preservation and protection of remaining native Hawaiian archeological structures and
raised trail in an area that has been undisturbed since the 1880's;
3.) Protection of one of the last hala groves in the area;
4.) Access for shoreline gathering, fishing, education, recreation and cultural practices,
mainly lauhala and la'au lapa'au .
We, the lineal decendants of Wai'ele are proposing the following into the Resolution 170-21
That included with the process of stewardship by a non-profit, also consultation by lineal
decendants and a cultural working group to enhance the well-being and proper execution of
stewardship within the said area of Wai'ele and that this body of council holds 51% of the
decision making process.
Although the Resolution encourages public-private philanthropic partnerships with
organizations that possess the knowledge, skills and capacity to contribute towards
management and stewardship of Wai'ele, the articulation should refelct lineal decendants and
the percentage of voice that comes from these decendants.
