RE: Communications 281.19 and 281.20./Proposed Amendments to Bill 44
Honorable Chair David and Council Members.
After carefully reviewing the amendments proposed by Councilwoman Villegas and considering
the testimony provided by William Aila, chairman of the Hawaiian Homes Commission, Patrick
L. Kahawaiolaa, president of the Keaukaha Community Association, and various nonprofit
organizations working to address the impacts of homelessness, I am writing to urge the council
members to defer decision making on these amendments until an effort can be made to resolve
the differences between those who favor and those who oppose them.
Given that the council has until April 2023 to consider and pass such amendments, I believe it is
in the best interest of all concerned to take a pause and work to build consensus regarding how
factory built housing will be regulated moving forward. Clearly everyone involved in the
decision making is concerned about the lack of affordable housing, and there is no doubt that
factory built homes are a viable option for reducing costs and meeting the needs of a
demographic for whom home ownership is an unachievable dream.
Surely there is a way to address the concerns these amendments target without foreclosing an
option with so much to offer.
I urge the Council to pass Bill 44 unamended at this time.
