Aloha Hawaii County Council Chair and members,
We all know that there is a shortage of housing in Hawaii County especially homes that are
affordable to our young families, hourly workers, and kapuna who struggle to find housing that is
affordable on their incomes. One solution to make a dent in the 13,303 new homes that are
needed to be built by 2025 is to build modular homes in a factory. The building code before you
allows for factory built homes with requirements that allow for proper inspections to make sure
the houses are safe. Any amendments that require keeping the walls open so that the houses
can be reinspected on the house site just adds more cost and delay for the buyer. There is no
evidence that the already more strongly built houses lose their strength in the transport process.
Factory built homes do not compete with site built homes that are more expensive to build and
out of the price range our youth, hourly workers, and kapuna. There is no competition there. I
cannot see where any tradespersons lose jobs in fact additional trade jobs will be needed in the
factory built sector.
Hawaii County is way behind in building those 13,303 homes. Recent events of lava flows,
natural disasters caused by global warming, the COVID-19 pandemic don't help . But you can
by embracing the concept of affordable factory built modular housing. 1
As a faith based community at St. Michael's, we care for the common good. A county council
members representing our entire island community, we hope you do too.
Vote for Bill 44 without amendments.
