Aloha Council member Ms. Viilegas and other members of the Hawaii County Council,
I am Patrick L. Kahawaiolaa, a native Hawaiian as defined pursuant to the HHCA, 1920 as amended July 9, 1921; Chapter 42,42
stat. 108, 67th Congress and the President of the oldest Hawaiian Homes community on Hawaii Island, situated in South.Hilo in
the Ahupuaa Waiakea settled with 56 native Hawaiians on December 16, 1924 and according to the 2010 Census we had 470
homes and 1457 people residing there in the Keaukaha Community..
A month ago We sent an email OBJECTING to your amendment to among other this was a "Restrictions on factory built homes
ESPECIALLY it these homes were on wheels"... a reason a remembering hearing you articulate at that committee meeting was
"... your constituents do not want to see a proliferation of trailer parks in Hawaii..." but if ADOPTED your amendments for
those RESTRICTIONS could affect the native Hawaiians living on lands having the status of Hawaiian Home Lands, whereby if
factory built mobile homes if it was allowing to be built here or brought in to Hawaii might help to put some of the
approximately 28,000 native Hawaiians on the DHHL waitlist into an AFFORDABLE home.. I believe your amendments to
restrict those types of affordable housing,without any INPUT from the native Hawaiian communities,could be seen or
construed as the continued use of systematic racism beginning in 1893,when the Provincial Government, overthrew the
Reigning Monarchs of the Hawaiian Government,to the Organic Act and the creation of the Territory of Hawaii in 1900 and to
where we are now with Statehood in 1959...

As a Compact with the United States relating to the management and disposition of the Hawaiian Homes Lands,The Hawaiian
Homes Commission Act, 1920 as amended, "...SHALL BE ADOPTED as a provision of Constitution of said State....subject to
amendment or repeal only with the Consent of the United States,AND 1N NO OTHER MANNER..."
These are the parameters I'd want all of us here to follow especially whereas the history of this State &County during the
Territory and still on memories of the native Hawaiians of the illegal uses and abuses of our lands,the encroachment of our
lands for the Expansion of the Hilo Airport, Hawaii County Flood Control, Hawaii County's use of our lands for a Sewage
Treatment plant and this community still suffering the effects of that taking and lastly the ongoing debacle with the ONLY
ROAD INTO OUR HOMESTEAD and to the only safe beaches and recreational sites in East Hawaii... where people come into use
and then "GO HOME" but we live here, recreate here, we educate here,we worship here ... so PLEASE when you speak about
your CONSTITUENTS"not wanting to see a bunch of trailer parks" because it may be a surprise to you Councilwoman... we may
agree with you however if it FORECLOSES on our ability if it was an allowable alternative for settling our native Hawaiians on
the lands, having the ability to provide safe housing for our na Kupuna &ohana...PLEASE
My objections to your amendments has not changed since I wrote to you and your Non Response speaks Volumes as to my
perceptions of how Governmental entities think about the host culture and its people.
