Testimony in Support of Bill 44 Appendix U The Hawaii Island Community Development Corporation fully supports the passage of Bill 44 Appendix U in its original form We view factory built housing to be a cost effective means of producing affordable housing. Any redundant on-site inspection will add time and cost, not just from the lapse of time but from the Prevailing Wage requirements that will come from added work on-site. This latter point will be significant from a cost standpoint. The general rule of thumb is that Prevailing Wage requirements add 30%to the cost of construction. For government funded affordable housing projects this is a major factor in feasibility and determines how much government support is needed for project. The more costly the requirements the more governmental funding is needed to serve the lowest income ranges. Realistically,there is a limit to government's ability to fund affordable housing projects so added government requirements will result in fewer affordable units being.built.
