Subject: I support Bill 44, but oppose proposed amendments (Corn 281.19 &281.20):'••

Aloha Honorable County Council members of Hawaii,
Due to the fact that we have been branded as completely dysfunctional government administration when it comes to
being able to provide housing. If one of our citizens wants to build a home for themselves, or acquire a manufactured
home, so that they can avoid renting for the rest of their lives, we have failed them. I urge you to consider this bill
without the amendments.
I have built a home here (sadly, the most difficult of the 3 I have built), plus as a part of the North Kohala Community
Emergency Response Team, I have very concerned fir the welfare of our citizens. I am advising everyone to be able
to get an alternate source of energy for their home, to grow a garden, to be sustainable, self-sufficient and resilient, in
case of an emergency. Our beautiful Hawai'i residents cannot do this while renting. They will not invest the time and
the money. So then, the County is going to have a lot more responsibility to take care of people who are in a
rental. Therefore, we need to assist people in getting their own home.
Please consider your own dilemma( if a hurricane or an earthquake threatened your survival because the rental you
were in is not going to have any investment in preparedness, you and your Ohana are at risk. Because I own my
home, I am almost fully prepared. The repeater for our ham operations here was put on a property that we can't reach,
so I have not completed my mission, but in many ways I'm way better off than a renter.
Please consider the times. Nothing as it used to be an old Hawaii when I was born here in the 50s. With all the
outside money creating a problem, the housing market is almost completely unaffordable for people born and raised
here. We need to help our people.
