A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HEART RANCH FOR
ITS EQUINE ASSISTED PSYCHOTHERAPY, EQUINE ASSISTED LEARNING, AND MENTORSHIP PROGRAMS FOR YOUTH DEVELOPMENT.
WHEREAS, Heart Ranch is a 501(c)(3) nonprofit whose mission is to build confidence, develop leadership, and encourage growth in children and families through its Equine Assisted Psychotherapy
(EAP), Equine Assisted Learning (EAL), and mentorship programs; and
WHEREAS, Heart Ranch operates on a volunteer basis to maintain free participation for youth that come from backgrounds such as foster care, absent or deceased parents, broken homes,
or with mental health and development struggles such as autism, ADHD (attention-deficit/hyperactivity disorder), depression, anxiety, and suicide; and
WHEREAS, Heart Ranch is requesting Contingency Relief Funds to help cover continued operational expenses and supplies for maintaining its EAP, EAL, and mentorship programs; and
WHEREAS, the Department of Liquor Control supports drug-free and alcohol-free community events and programs that improve the well-being of our youth; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant
to Heart Ranch for its Equine Assisted Psychotherapy, Equine Assisted Learning, and mentorship programs for youth development.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
