Dear Chair David,
The Office of Housing and Community Development(OHCD) is requesting the passage of Resolution
179-21, authorizing the exemption of zoning code requirement for the Honua`ula Living Community
("Project"), a proposed affordable housing project,pursuant to HRS 2011-1-38. The proposed resolution
was presented before the Planning Committee on Wednesday,August 18, 2021,where the Committee
unanymously voted to approve the resolution to proceed to the County Council meeting on September 8,
2021.
The Committee presented concerns regarding traffic issues and requested that these items be addressed
with the developer. As a response,the developer provided an amendment to the Traffic Impact Analysis
Report;the summary of the data is included as"Exhibit A". The Department of Public Works(DPW) is
actively working with the developer to address the traffic issues presented through Planning Committee.
DPW has provided a letter to the developer to address the needs for mitigation measures, attached as
"Exhibit B".

SUMMARY OF THE TRAFFIC IMPACT ANALYSIS ADDENDUM
The revised traffic impact report dated August 13, 2013, was based on traffic
counts that were completed in early August before the Makua Lani Christian
Academy School was in session. This addendum projects the additional traffic
that is anticipated with the opening of this school. Key points are:
• There are no changes in the Level of Service (LOS) of any of the
intersections when adding traffic from the proposed Honua'Ula Housing
project.
• The LOS calculations indicate an increase in delays at the study
intersections, but no additional deficiencies.
• The ITE Trip Generation Manual, loth Edition was referenced to
determine the estimated AM and PM peak hour trips.
• Travel patterns were based on the existing patterns measured in our
previous traffic counts.
• Adding the estimated school traffic changes the LOS at two conditions:
Uluaoa Street & Palani Road, AM East Bound, changes from a LOS of C
to a LOS of D. Still within County standards.
Kealaka'a Street & Palani Road, Overall LOS, changes from LOS B to
LOS C. Still within County standards.

INTENT
The intent of this memo serves to provide an updated evaluation for the Honua'Ula TIA to account
for additional background traffic occurring at the nearby Makua Lani Christian Academy School.
The school ielocated atthe terminus ofKea|ahaoStreet,justnorthwest ofthe subject property.
Field counts were taken in early August 2021 while this school was not in session. Therefore,
traffic volumes have been adjusted to account for the additional estimated vehicular activity during
the study periods,
TRIP GENERATION
Mohua Lani Christian Academy serves grades 5-12 with u student enrollment ofapproximately
190-etudento. To account for estimated trips aawocjmbad with AM and PM peak school activity, |l[E
Trip Generation Manual, 1Oth Edition was referenced. In review ofthe manual, the most
comparable Land Use Code (LUC)was debanninmj to be LL8C 536—Private School. Estimated
AM and PM peak hour trips are summarized in the table below based on student population.

The nearby school is estimated to increase background volumes by an additional 154 vehicles in
the AM peak hour and 110 additional vehicles in the PM peak hour. Figures 1 &2 on the following
page illustrate the estimated AM and PM peak hour trip distribution at the study intersections.
Percentages are primarily based on existing travel patterns and proximity to nearby residential

areas.
INTERSECTION VOLUME ADJUSTMENTS
All counts used in the original analysis have been adjusted to account for the additional school-
related traffic shown in the preceding figures. Figures 3 &4 identify existing baseline peak hour
counts. Figures 5&6 illustrate forecast 2026 peak hour volumes without the proposed Honua'Ula
housing development. Figures 7 &8 illustrate forecast 2026 peak hour volumes with the proposed
development.

The table below was taken from the Honua'Ula TIA which documented existing LOS at the study
intersections. Presented in Table 3 are the adjusted LOS calculations after adding in the additional
school-related traffic volumes.

SUMMARY
Accounting for the additional school traffic that was not captured in the field counts used in
the Honua'Ula Traffic Impact Analysis(TIA), Level of Service(LOS)calculations indicate
increase in delays at the study intersection. However,no additional deficiency was noted other
than the known deficiency at Uluaoa Street&Palani Road.The AM peak hour is estimated to
operate at LOS E with or without the proposed housing development. The PM peak hour is
estimated to operate at LOS F with or without the project. No new recommendations or
mitigations apart from the original are identified with the adjusted analysis.The presence of
the school activity at the deficient intersection is shown to cause high delays for motorists
intending on departing from Uluaoa Street onto Palani Road.The signal to the south at
Kealaka'a Street is shown to have sufficient capacity to accommodate a potential reroute in
traffic patterns.

SUBJECT: HONUXULA HOUSING DEVELOPMENT
Traffic Impact Analysis Report and Traffic Mitigation Measures
The Department of Public Works (DPW) has completed review of the subject traffic
impact analysis report, dated August 13, 2021. DPW has been in communications with
the developer and traffic consultant on the traffic impacts as it relates to the subject
development. The following are the measures DPW will require and what the developer
has agreed to implement:
1) Cost-sharing on the implementation of a left-turn restriction at the Palani Road at
Uluaoa Street intersection.
2) Cost-sharing on the design and construction of a traffic signal at the Palani Road
at Uluaoa Street intersection, as deemed necessary by DPW.
3) Cost-sharing on the design and construction of an alternate route, i.e., Kealakaa
Street extension, as deemed necessary by DPW.
4) Design and construction of the following:
• Crosswalk (crossing Kealakaa Street) at the Manawalea Street
intersection.
• Solar rectangular rapid flash beacons (RRFBs).
• Proper crosswalk-related signage and striping as required by DPW.
• Curia extensions (bulb-outs) a minimum of 30" on each side of crosswalk
(exclusive of fire access) and to ensure adequate line of sight at the
Manawalea Street intersection.

No parking restriction at the development driveway to ensure adequate
line of sight.
5) DPW will also require the developer to address any other traffic impacts that may
be caused by the subject development.
