1 strongly SUPPORT Resolution 179-21 for reasons below:
1. More Family Housing in Kona
(-, The Honua'ula Affordable Housing Project will ;add 112 additional affordable family units in,krona.
2. Traffic Concerns
o Traffic is an issue island-wide and has been cited as a concern, however, we know that this should not be a far for :r
obstructing affordable housing. Because homelessness is rampant, more affordable housing does not mean; more
density, it simply means housing more of our existing residents.
3. ALICE -Asset Limited Income Constrained Employed
The ALICE study found that almost half of Hawaii residents struggle with basics like food, gas, medical supplies and
rent. Almost 50% of all Hawaii County households are rent burdened, which means they are spending too much fol,
housing. Fees 179-21 will help expand affordable housing on Hawaii Island.
Bill 44 without amendments
I strongly SUPPORT Bill 44 without amendments for reasons listed below:
1. Support the Bill 4.4 without Amendments
o Additional Amendments limit innovation. The proposed amendments by the County Council stifle innovation and b
entrenching a single method of housing construction.
o Additional Amendments limit our choice. The proposed amendments by the County Council only allow for one type of
housing construction.
Additional Amendments added by the County Council will add additional costs to building housing in Haws 'i Co"I nly,
2. Factory wilt hordes
Factory Built Homes are one of the most promising construction trends for meeting our substantial housing needs.
You can find some good information about the construction and safety of factory built homes here, here, and here,
Factory Built Homes are an additional way to build affordable housing units that are desperately needed in Harw i`i
County.
o Factory Built Homes have been around for a long time. Like traditional stick built homes, safety standards are
continuously being reviewed and improved.
A modern Factory Built Home is as safe as--and in some cases safer than —a traditional stick built home. A_str dy
by FEMA found that they were more resilient against natural disasters like hurricanes than traditionally built homes
: Factory Built homes are often considerably more cost effective to build than traditional stick build homes built on
site. This means a lower cost to the home buyer
