Kierkiewitcz, Chair Committee on Planning County Council County of Hawaii Hawaii County Building 25 Aupuni Street Hilo, Hawaii 96720 Dear Chair Kierkiewitcz: RE: Testimony for Bill 57 (Draft 2) - Amends Ordinance No. 13-98, which reclassified lands from agricultural — 3 acres (A-3a) to single family residential — 10,000 square feet (rs-10) at Waiakea, South Hilo, Hawaii, covered by Tax Map Key: 2-4-003: portion 021 (Applicant: Kristilee and Henry Correa Jr. Trust) (Area: 6.003 acres) The Department of Health (Department) is submitting testimony regarding Bill 57 (Draft 2). The Department has jurisdiction regarding the use of wastewater systems for developments that will not connect to a County sewer system. For the subdivision development referenced in Bill 57 (Draft 2), the Department will require the installation of dry sewers in accordance with Section 11-62-31.1(c), Hawaii Administrative Rules, since it is our understanding that the County sewer system will be extended to this subdivision in the near future. Individual wastewater systems such as septic tank systems are approved for temporary use by the Department until connection to a County sewer system is available for connection. Since the area is already developed with more than fifty single family lots, the Department could require the installation of a wastewater treatment plant instead of the use of individual wastewater systems. However, we will allow for the temporary use of individual wastewater systems for the subdivision since dry sewers will be required to be installed and the County sewer should be available for connection in the near future.
