Your Committee on Governmental Operations, Relations, and Economic Development,to which
was referred Communication No. 376, reports as follows:
Transmitted by Mayor Mitchell D. Roth, via Communication No. 376, dated August 19, 2021,
submitting for the Council's review and confirmation the appointment of Ms. Kate De Soto of
Council District 3 to the Merit Appeals Board.
Ms. Pomaika`i Bartolome, Executive Assistant to Mayor Roth, introduced Ms. De Soto stating
that she was honored that Ms. De Soto wished to serve the County in this volunteer capacity.
Ms. De Soto earned a master's degree in Social Work, is a Licensed Clinical Social Worker and is
currently employed as an Associate Professor at Hawaii Community College.
Ms. De Soto was present on zoom and thanked the Council for this opportunity to support the
community.
If confirmed, Ms. De Soto will serve a term to end December 31, 2023.
Your Committee on Governmental Operations, Relations, and Economic Development is in
accord with the purpose and intent of Communication No. 376, and recommends confirmation of
the appointment of Ms. De Soto to the Merit Appeals Board.
