Re: Operating Budget
The County of Hawaii has been awarded$39,500 in federally-derived funds from the
State of Hawaii, Department of Budget and Finance. These funds will be used by the
Office of Housing and Community Development(OHCD)to support the implementation
of a homeowner assistance fund program for eligible households that are financially
impacted by the coronavirus pandemic.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$39,500 grant. The OHCD respectfully requests that this bill be waived from the Finance
Committee, to be placed on the September 22, 2021 Council agenda in order to expedite
the receipt of these funds. If there are any questions, please do not hesitate to call Susan

The Office of Housing and Community Development is requesting to ar�iennd Ordinance 21-38 by
appropriating the following;:

The appropriation request for 39.500:00 represents a grant from the State of Hawaii, Department of
Budget and Finance, to provide administrative funding to support the implementation of a homeowner
assistance fund program for eligible households that are financially impacted by the coronavirus
pandemic.

On August 24, 2021,the StateofHawaii, Department of Budget and Finance informed the Office of
Housing and Community Development on the availability of federal funds from the Coronavirus Relief
Fund as appropriated in section,5001 of the Coronavirus Aid, relief, and Economic Security;Act
(CAFES Act), P.L. 115-136, to provide funding to support the administrative expenses related to the
development and implementation of a Homeowner Assistance Fund to mitigate financial hardships
associated with the coronavirus pandemic by helping homeowner's at risk of leasing their housing with
payments for qualified expenses related to mortgage and ether housing cost.

HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
