These funds will be used by the Office of Housing and Community Development(OHCD)to support the implementation of a homeowner assistance fund program for eligible households that are financially impacted by the coronavirus pandemic. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $39,500 grant. The OHCD respectfully requests that this bill be waived from the Finance Committee, to be placed on the September 22, 2021 Council agenda in order to expedite the receipt of these funds. Please create a resolution to eater into an agreement to accept the grant funds:. z & BACKGROUND AND JUSTIFICATIONUS ADDITIC7PIAtW aHE T A NEED E� On August 24, 2021,the StateofHawaii, Department of Budget and Finance informed the Office of Housing and Community Development on the availability of federal funds from the Coronavirus Relief Fund as appropriated in section,5001 of the Coronavirus Aid, relief, and Economic Security;Act (CAFES Act), P.L. 115-136, to provide funding to support the administrative expenses related to the development and implementation of a Homeowner Assistance Fund to mitigate financial hardships associated with the coronavirus pandemic by helping homeowner's at risk of leasing their housing with payments for qualified expenses related to mortgage and ether housing cost. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
