Re: Operating Budget
The Planning Department has been awarded federally derived funds from the Hawaii
State Emergency Management Agency for the "Integration of Climate Change
Adaptation Plan into the 5-year update of the Multi-Hazard Mitigation Plan". These
funds will be used to identify climate change impacts and develop mitigation measures,
action priorities an implementation plan.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating a
HMGP—Climate Change Adaptation grant in the amount of$75,000.
The Planning Department requests that this bill be waived from the Finance Committee
and placed on the on the September 22, 2021 Council agenda in order to expedite the
receipt of funds. If there are any questions,please do not hesitate to call Bethany
Morrison with the Planning Department at 961-8138.

A. REQUEST:
Requesting bill for an Ordinance to amend ther Operating Budget 21-38 and create an expenditure account
and appropriate $75,000 in federal funds with an associated revenue account.
Requesting a waiver from the Finance Committee and that the bill be placed on the next Council meeting
agenda.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
Resolution 156-19, approved on May 8, 2019, authorized the Office of the Mayor to enter into an agreement
with the Department of Defense, State of Hawaii, pursuant to HRS 46-7, for a grant to the County for the
"Integration of Climate Change Adaptation Plan into the 5-year update of the Multi-Hazard Mitigation Plan to
identify climate change impacts and develop mitigation measures, action priorities, and an implementation
plan.
The grant(HMGP DR-4366-06-13P)was approved on June 28, 2021. The total project cost is $100,000
with $75,000 Federal share with a County match of$25,000.
The project will identify climate change impacts and develop mitigation measures, action priorities, and an
implementation plan. Work will include stakeholder engagement, a multi- hazard assessment, a climate
change and multi- hazard mitigation risk/vulnerability/capability assessment, a feasibility analysis of
mitigation and resilience strategies and a monitoring and evaluation framework.

Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
