Your Committee on Finance, to which was referred Resolution No. 191-21, reports as follows:
Resolution No. 191-21, transmitted by Director of Finance Deanna S. Sako via Communication No. 368
dated August 18, 2021, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Defense.
This resolution authorizes the Mayor to enter into an agreement for the Civil Defense Agency's use of
two classrooms at Keaukaha Military Reserve to conduct daily operations during renovations to its
permanent office.
Upon Committee Member H61eka Goro Inaba's request, Civil Defense Administrator Talmadge Magno
confirmed that Civil Defense began using the classrooms on February 1, 2021. Mr. Magno also clarified
that agreements may sometimes be made after-the-fact. Director of Finance Deanna S. Sako then
elaborated that the first term of use was covered under Governor David Y. Ige's Emergency
Proclamation and that the current measure is to cover a second term.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13, Hawaii County Charter, the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties, the State or the United States government for functions or activities which the County is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 191-21, and
recommends its adoption.
