No. 369/Bill No. 63 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 11:40 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 63, reports as follows: <br /> Bill No. 63, transmitted by Director of Finance Deanna S. Sako via Communication No. 369 dated <br /> August 18, 2021, amends Ordinance No. 21-38, as amended, the Operating Budget for the County of <br /> Hawaii for the fiscal year ending June 30, 2022. <br /> This bill appropriates revenues in the Federal—Community Development Block Grant Disaster Recovery <br /> Supplemental 2 account ($23,720,000); and appropriates the same to the Community Development Block <br /> Grant Disaster Recovery Supplemental 2 account. Funds would be primarily used to support disaster <br /> relief and long-term recovery related to the 2018 Kilauea eruption. <br /> Committee Member Ashley L. Kierkiewicz requested that Planning Director Zendo Kern and Disaster <br /> Recovery Officer Douglas Le provide an update on the amended action plan. Mr. Le stated that Disaster <br /> Recovery has worked on a three-year post-eruption survey for impacting properties. The additional <br /> allocation went towards updating the Community Development Block Grant Disaster Recovery funds <br /> action plan, wherein Disaster Recovery dedicated 30 days for public comment. Mr. Le also stated that the <br /> amended plan can be found online along with a summary of public comments and that a majority of <br /> public comments were in direct support of the additional funding. <br /> Mr. Le then explained that the buyout program is organized by need. Phase I has drawn just under <br /> 300 eligible applicants. Phase 11, which will open on November 1, 2021 to second homes, has drawn <br /> 75 applications so far. Phase III, which will open in May 2022 to include undeveloped parcels, has drawn <br /> 68 applications.
