No. 369/Bill No. 63 PLACE: Council Chambers Hilo, Hawaii TIME: 11:40 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 63, reports as follows: Bill No. 63, transmitted by Director of Finance Deanna S. Sako via Communication No. 369 dated August 18, 2021, amends Ordinance No. 21-38, as amended, the Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2022. This bill appropriates revenues in the Federal—Community Development Block Grant Disaster Recovery Supplemental 2 account ($23,720,000); and appropriates the same to the Community Development Block Grant Disaster Recovery Supplemental 2 account. Funds would be primarily used to support disaster relief and long-term recovery related to the 2018 Kilauea eruption. Committee Member Ashley L. Kierkiewicz requested that Planning Director Zendo Kern and Disaster Recovery Officer Douglas Le provide an update on the amended action plan. Mr. Le stated that Disaster Recovery has worked on a three-year post-eruption survey for impacting properties. The additional allocation went towards updating the Community Development Block Grant Disaster Recovery funds action plan, wherein Disaster Recovery dedicated 30 days for public comment. Mr. Le also stated that the amended plan can be found online along with a summary of public comments and that a majority of public comments were in direct support of the additional funding. Mr. Le then explained that the buyout program is organized by need. Phase I has drawn just under 300 eligible applicants. Phase 11, which will open on November 1, 2021 to second homes, has drawn 75 applications so far. Phase III, which will open in May 2022 to include undeveloped parcels, has drawn 68 applications. Ms. Kierkiewicz clarified that registration is not a prerequisite to apply but ensures that individuals are receiving information as soon as it is available.
