One solution to make a dent in the 13,303 new homes that are needed to be built by 2025 is to build modular homes in a factory. The building code before you allows for factory built homes with requirements that allow for proper inspections to make sure the houses are safe. Any amendments that require keeping the walls open so that the houses can be reinspected on the house site just adds more cost and delay for the buyer. There is already safety protocols in place for every home placed on a foundation and connected to utilities. The builder of any house provides warranties to the homeowner. None of this would change. Factory built homes do not compete with site built homes that are more expensive and slower to build and out of the price range our youth, hourly workers, and kapuna. With more entry level factory built housing for our young families to move up to and kapuna to downsize, we can free up rentals, supportive housing, and larger existing housing for those who don't have the means or need to purchase a home. We need our youth to stay here and take the reins, to grow our economy, and work on our sustainability issues. Hawaii County is way behind in building those 13,303 homes. Recent events of lava flows, natural disasters caused by global warming, the COVID-19 pandemic don't help You can help by embracing the concept of affordable factory built modular housing. As a faith based community at St. Michael's, we care for the common good. As county council members representing our entire island community, we know you do too. Vote for Bill 44 without amendments.
