Thank you for the opportunity to testify in support of Bill 44 Draft 2 relating to the County Construction Code.
While we support this bill,we strongly oppose amendments that would restrict Factory Built Housing, making it
cumbersome and cost-prohibitive.
Factory built homes are not a new innovation. They are not experimental or untested. They have a long history of
use as a safe and cost-effective alternative to traditionally built housing throughout the US and the world.
We are well-aware of the risks of placing people in homes that are highly susceptible to damage or destruction.
As you probably remember, HOPE Services was a first responder during recent natural disasters, including the
Kilauea eruption, Hurricane Iselle, and Hurricane Lane. We sheltered people who couldn't return home due to
structural damage, and worked with community partners to return their homes to liveable condition so they could
return. We are well-positioned to understand risks associated with shoddy or ill-advised construction. We place
people in safe, stable, permanent housing, and this means we take safety and long-term stability seriously.
I am satisfied that the proposed building code is sufficient to ensure safe factory built homes without extra
inspections or regulations. Governments around the world have already decided these are safe, and people have
happily lived in them for decades. It's time to pay attention to the real problem in front of us: our local people
suffering on the streets, in shelters, and overcrowded tiny apartments. Factory Built Housing is a tried and tested
solution to a real problem, and we cannot allow unfounded hypothetical"what-if'scenarios to block the relief our
people need.
