Re:Bill 44-Hawaii County Building Code
Dear Council Members;
Please pass Bill 44 draft 2 without any further amendments.
Any changes to Bill 44 at this point in time will further delay the adoption of Hawaii County amendments to the
2018 IRC and force the Department of Public works to enforce the State code for residential projects. This will
be an unnecessary administrative headache for County staff,design professionals,and contractors.
In regards to factory built housings; My understanding is that Bill 44 is intended to simply move the language to
the correct chapter in the County code and not make changes at this point in time. Bill 44 contains the same
language that is currently in the County Code. Factory built housing is an important issue that should be
addressed separately from Bill 44.
Spend the necessary time to craft factory built housing amendments that support local labor and local
manufacturers without holding the entire building industry hostage; Pass Bill 44,then address factory housing in a
separate bill.
Please pass a clean version of Bill 44 draft 2.
