Aloha Councilmembers
I am writing this letter asking you to pass Bill-44 without any amendments. I am very concerned 3
about amendments for the following reasons:
• Additional Amendments added by the County Council will add more costs to building housing
j in Hawaii County.
• Additional Amendments limit our choice. The proposed amendments by the County Council
only allow for one type of housing construction.
• Additional Amendments limit innovation. The proposed amendments by the County Council
stifle innovation and by entrenching a single method of housing construction.

Currently, the biggest barrier to reducing the number of families experiencing homelessness or falling
Into homelessness is the SEVERE lack of housing options.
• Factory Built Homes are one of the most promising construction trends for meeting our
substantial housing needs.
• Factory Built Homes are an additional way to build affordable housing units that are
desperately needed in Hawaii County.
Factory Built Homes have been around for a long time. Like traditional stick-built homes,
safety standards are continuously being reviewed and improved.
