I. CALL TO ORDER (00:00)
The meeting was called to order by CM Chock.
In attendance:

II. APPROVAL OF AGENDA (00:08)
Agenda was approved with no objections.
III. MINUTES (00:31)
A. May 13, 2021 Executive Committee Meeting Minutes amended to include the mention of
passing SB 1034 which was very similar to one of the HSAC bills. Approved as amended with
no objections.
IV. REPORTS (02:32)
A. Treasurer's Report-
CM Waters, Treasurer, reported the following:
Balance of$96,99 7.00
Since last month—paid NACo dues, transfered$5,000 to the Conference Account,paid Lobbyist
for 2021 services and filed taxes for the year ending June 30, 2020. Plan to file 990 tax form for
the year ending June 30, 2021, next month.
President Chock mentioned that there is a need for all councils to approve the HSAC Budget so
we have an opereting budget to reimburse people for their travel in early July. CM Chock will
draft a bylaws amendment to allow flexibility concerning when the General Membership Meeting
must be held.
Treasurer's Report was accepted for audit with no objections.

B. County Reports (11:19)
1. County of Hawaii-CM Kimball reported that CoH completed its budget process.
Planning for the HSAC Conference is in full swing. All CMs should have received
invitation emails and the link to the new website. Asking all CMs to please reach out
to potential sponsors and record your asks on the google doc—the link will be
emailed to all along with the Sponsor Flyer and draft email to sponsors. CM Kimball
asked for ideas for speakers on Budgeting for Outscomes. CM Waters asked if it is
okay to askfor sponsors during normal working hours—George White investigate.
2. County of Kauai-CM Chock reported that the county will be using much of its ARPA
funding for economic recovery, mental health and houseless support. The next influx
of federal funds may be used for sewer, water and flood management. They are also
looking at "glamping"as an issue that will have an impact on Kauai.
3. County of Maui-CMKing reported that Maui County Council made a lot of changes
from the Mayor's budget—they added district offices, increased affordable housing
funds, raised property taxes on high end houses and short term vacation rentals. They
also added items to address climate change and defunded the Maui Visitors Bureau.
A proposed visitor accomodation moratorium passed out of committee. Council is
looking forward to their affordable housing plan (for 5,000 affordable housing units
in 5 years) that will be presented in July.
4. City/County of Honolulu-CM Waters reported that they completed their budget
process,putting about 14%of the ARPA funds into the budget. Now the council is
negotiating with the administration about how to spend the balance of their ARPA
funds.Looking at ways to manage tourism including more scrutiny of short term
vacation rentals. In addition, they are looking at a "vacancy tax"for those buying up
properties and not living in them and how to deal with waste management on Oahu.
D. NACoIWIR Report (56:22)
NACo-report submitted by CMKuali`i.
WIR-CM King reported that she and Tim Richards attended the WIR Conference and
WIR held officer elections and have new officers.
All county, NACo and WIR reports were accepted with no objections.
V. NEW BUSINESS (59:50)

permissions and access to the HSAC Website and Google account. Heather will shade credentials
with Executive Committee members and write up some parameters for the next meeting. Item was
received with no objections.

b. Communication (5125/2021)from HSAC Secretary Kimball requesting a discussion on creating
a working group to discuss wastewater treatment issues. 1181317 gives the counties permission
to enter into publiclprivatepartnerships relating to wastewater. Wastewater treatment is a huge
problem on Hawaii Island publiclprivate partnerships may be the only way to cover the
enourmous costs involved in converting cesspools. The unions objected to this bill as they were
not consulted when this bill was proposed. Do the other counties have interest in exploring this
issue as a possible bill to be proposed by HSAC through the use of a working group?CMKing
shared that WAI is building and maintaining a sewage treatment project for her biodeisel plant
on Hawai`i Island and hopefully there will be info to share by the conference. She also
mentioned it might be good to connect with the Cesspool Working Group. CM Chock asked for
something in writing that he could share with others in Kauai County Council. CM Kimball
wants to get the labor unions to express their concerns. Motion to receive this item was
approved with no objections.

2021-2022.

Motion to accept this communication was received with no objections.
e. Agreement (0610812021) to formalize services to be provided by Okudara &Associates, Inc.,
for the period July 1, 2021 to June 30, 2022 for a total fee of$27,894.00.
Mr. Okudara stressed that starting early will allow him to try to get more folks involved early,
get their buy-in, and ultimately their support. Motion to approve was passed with no objections.
f. Draft Final Report for the Regular Session of 2021 submitted by Okudara &Associates, Inc.
Mr. Okudara asked that CMs send him notes on ideas they have for legislation for next session
so he can start doing research. Executive Committee will forward ideas for new or revived
legislation for HSAC to CM Chock and he will compile and send it to Mr. Okudara. Motion to
approve was passed with no objections.
g. Discussion and consideration of matters related to establishing an HSAC Executive

CM Chock provided materials for the EC to consider. He also discussed how the Conference is
a fundraiser but HSAC needs to raise additional funds. Discussion about pairing a fundraiser
with the conference or de-coupling it. There seemed to be some agreement about the new
Administrative Assistant to help run the fundraiser. Motion to defer was approved with no
objections.
h. IRS Form 990 for the tax year beginning July 1, 2019 and ending June 30, 2020.
Motion to receive was passed with no objections.

and cons of acquiring Board Insurance. (Deferred 511312021). CM Kimball asked that this
discussion happen before October.

discussion regarding the American Recovery Plan Act (ARPA)funds and strategies for
supporting draw down of revenues to support front-line work at the county level. (Deferred
511312021). Motion to receive was approved with no objections.

a. Scheduling of the next Executive Committee meeting-scheduled for July 22 at 10:30am.

IV. REPORTS
A. Treasurer's Report-
CM Waters, Treasurer, reported the following:
As of.lune 30, 2021:
Balance of primary HSAC account is $96,998.61.
Balance of HSAC conference account is $10,670.44.
Total deposit account balances is $107,669.05.
Treasurer's Report was accepted for audit with no objections.
Motion was made to adopt the budget in the General Meeting and was approved with no
objections.
B. County Reports
1. County of Hawaii-CM Kimball reported that the HSAC Conference planning is
continuing along smoothly. She noted that we have: 40 registrations; 8 sponsors totaling

$30,500; over 50%of our hotel blockfilled; and the schedule updates on the conference
schedule will be up on the website this week. She asked each councilmember to please make their
call to potential sponsors ASAP.
2. County of Kauai-CM Chock reported that the county is drafting legislation to capture the
3% of TAT as allowed by the state. They are also considering a bill on rental cars that levy a
real property tax on parking stalls. Kauai is already beginning to plan for next year's TISAC
Conference.
3. County of Maui-CM King reported that Maui County Mayor vetoed the proposed visitor
accomodation moratorium and the council has planned a meeting to override the veto for August
6, 2021. Other Maui council actions are trying to limit fertilizer usage on county property,
including Styrofoam coolers and body boards in the single use plastics ban and relooking at
sunscreen restrictions to include their use not just sale of those with certain harmful chemicals.
4. City/County of Honolulu-CM Waters reported that the C&C are also drafting a bill to
enact the 3%portion of the TAT for the C&C. They are discussing if they should dedicate a
portion of the funds for specie uses. CM Waters said that Isaac Choy says the state can collect
the county's 3%portion of the TAT for a fee. Executive Committee members would like to
discuss this further.
C. NACo Report
NACo-CMKuali`i reported that NACo elected a newpresident and established 133
resolutions for federal policy priorities for the coming year. For more details, go to
NACo.org and see written report.
D. WIR Report
CM King reported that the focus of the WIR meeting was Federal lands, especially wild
fires. They also had a presentation on ransomware and were told that the ".gov"email
system is the most secure one.
All county, NACo and WIR reports were accepted with no objections.
V. NEW BUSINESS
a. Application for FY 2021-2022 NACo Steering Committee Membership: i. Mason K.
Chock, Council Vice Chair, Kauai County Council --Environment, Energy&Land Use.
Approved with no objections.
b. Communication(07/02/2021) from HSAC Vice President King, requesting agenda time for
a presentation by Kale Roberts, Senior Program Officer, ICLEI USA, on the Race to Zero.

c. Communication(07/02/2021) from HSAC Vice President King, requesting a discussion on
the amicus brief supporting the City and County of Honolulu's position on the defendant's
motion to dismiss, and possible endorsement by HSAC.
A bylaws amendment was requested to proactively legitimize this and other similar actions
by HSAC. This proposal was approved with no objections.

N. The Executive Committee, at its March 23, 2021 meeting, approved an Amendment to the
Bylaws related to the scheduling of the Annual Meeting and Annual Conference.

amendments to the Bylaws.

C. Discussion of the 2022 HSAC Legislative Package timeline, as follows:
1. July 1 —August 6, 2021 —Executive Committee to compile issues of interest.
2. August 19, 2021 —Discuss merits of and approve issues for further research and/or
legislative bill drafting.
3. September 23, 2021 —Deadline to receive proposals (in legislative bill format) from
each County to be included in the 2022 HSAC Legislative Package.
4. September 30, 2021 —Schedule HSAC Executive Committee Meeting to discuss and
act on all proposals submitted by the Counties. Approved proposals will then be
forwarded to each County for consideration. {Note: The proposed HSAC Legislative
Package will be transmitted on September 30/October,1, 2021,to each County Council
for consideration. Unanimous approval is required for each proposal to remain in the
HSAC Legislative Package.}
5. November 23, 2021 —Deadline for the Counties to approve the proposed 2022 HSAC
Legislative Package and report back to HSAC.
6. December 16, 2021 (tentative date) —Schedule HSAC Executive Committee Meeting
to approve the final 2022 HSAC Legislative Package.
