These funds will be used to purchase wastewater treatment facility generators. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $1,377,000 grant and $459,000 County match. The Department of Environmental Management is requesting that this resolution and bill be waived from Finance Committee and be placed on the October 6, 2021 Council agenda to expedite the receipt of these funds. REQUEST: A resolution authorizing the Mayor to enter into an agreement with the Department of Defense, State of Hawaii, Hawaii Emergency Management Agency to accept grant funds. And an ordinance to amend Ordinance 21-39, Capital Improvement Budget, to add the following appropriation: Generators for Wastewater Treatment Facilities - $459,000 from General Obligation Bonds and Other Sources Generators for Wastewater Treatment Facilities - $1,377,000 from Hazard Mitigation Grant B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): FEMA has approved Hazard Mitigation Grant Program funds for the County of Hawai'i for generators for Wastewater Treatment Facilities. Total eligible cost is $1,834,757 with a Federal share of 75%. Funds will be used to purchase and install 4 stationary and 4 trailer mounted generators to service the Hilo Wastewater Treatment Plant (WWTP), Kulaimano WWTP, Papa'ikou WWTP, Wailuku Sewer Pump Station (SPS), Paukaa SPS, Wailoa SPS, Onekahakaha SPS, and Kolea SPS during severe weather events. A Project Data/Financial Impact Statement is attached. We respectfully request to have the resolution waived from committee and placed on the next Council Agenda in order to expedite the acceptance of the grant funds. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
